When I think of “mall, the first thing that comes to mind is teenagers cruising the mall for the perfect gear for the next party or such. This is the first step towards limiting freedom for minors. The next step would be to establish the curfew across town, so that minors under a certain age would not be able to walk the streets without an adult to accompany them.
